FIBA Interpretations/Clarifications July 2021
A player must be replaced immediately when treatment is required. (contact lens, taping, and uniform repair) During free throws a player can get treatment taping or water near their bench area but must be ready to play immediately.
A player’s cylinder must be respected. A foul is required if the defense bellies up and makes contact or if an offensive player kicks their feet out. Neither offensive nor defensive player can exaggerate their stances.
On a C4 unsportsmanlike foul (clear path) the wording has been eliminated offensive possession and has been replaced by “progressing player”.
Use the boundary line signal in the last 2 mins. and apply the new free throw mechanic.
On a made basket, the game clock stops in the last two minutes of the game and overtime.
The penalty for a defense technical foul is one shot and return the ball to the point of interruption. (Back court 24 seconds. Offense 14 seconds.) On an offense technical and ball is returned to offense there is no reset.
The penalty for a double foul when both fouls are personal, cancel them except when one of the fouls is 2 and ball they do not cancel. Administer this foul last. The ball is then returned to the offense with no reset of clock or backcourt count. if no possession, jump ball.
The penalty for an unsportsmanlike foul is two shots and the ball at the throw in line. The shot clock is reset to 14 seconds.
Interpretation 15/10 – when a foul is committed on a continuous motion play and then is followed by a travel with the ball going in, cancel the basket and administer the foul.
For cancellation purposes, the ball becomes live when the ball is at the hands of a free thrower. Cancellation can no longer take place.
It is illegal to dribble and throw the ball off an opponent and dribble again.
When a team arrives late following half time, charge a time out but do not give the minute. Charge an extra time out for using too much time during a call time out-warning first.
Unsportsmanlike fouls and technical fouls do not cancel.
If a pass or shot comes from the three point area and is touched within the two point area, count three points.
All points count when you find too many players on the floor.
If A1 scores and the ball is on the floor out of bounds, then a foul is called on B2 this foul is an offensive foul unless it is deemed unsportsmanlike.
After a made basket, the offensive team can run the endline but they lose this right if they throw the ball in and a kick ball is called.
Interpretation 39.9 – A1 is in the act of shooting and approximately at the same time, B4 pushes A5, you count the basket and administer the foul. If it was an offense foul you cancel the basket-int 10-4.
Interpretation 42.9 – B1 fouls dribbler A1. Then A1 hits B1 with the ball. Charge A1 with a technical and then go back and administer the first penalty.
Interpretation 39.6 – in a fighting situation irrespective of the number of people who come onto the floor and do not fight, you charge the coach a single technical foul. The penalty for this is two shots and the ball because of the ejection of the players who came onto the floor. If two players of team A come onto the floor and fight, the penalty is six shots and the ball. Remember the coach has been charged also.
Please review interpretations 17.5 and 17.7. I expect 15.7 to be changed.
Always administer the time out before shooing a technical foul is administered .
Duo \headbands are illegal if they have a front or back opening.
Following the free throw resulting from a technical foul, the game shall be resumed with a throw-in from the place nearest to where the ball was located when the technical foul was called. If a technical foul is called on the defensive team, the offensive team shall have 24 seconds on the shot clock, if the throw-in is administered from the backcourt. If the throw-in is administered from the frontcourt, the shot clock shall be reset as follows:• If 14 seconds or more are displayed, the shot clock shall not be reset, but shall continue from the time it was stopped.
• If 13 seconds or less are displayed, the shot clock shall be reset to 14 seconds.
If a technical foul is called on the offensive team, the offensive team shall have whatever time was on the shot clock.
Technical fouls on players count towards team total, coaches do not.
Int 29.50.17 When two players use bad language at each other or throw a sneakers, call technical fouls. They cancel each other. Return ball to the offense-no reset.
It is legal to fall to the floor with the ball. On a stuffed play with both players returning to the floor with the ball, it is a jump ball-apply the arrow.
On a lodged ball, apply the possession arrow and administer it from the endline.
On ap arrow -the throw in takes more than 5 seconds to release the ball you reverse the arrow.
If a technical foul is called between free throw administration, the technical free throw will be shot immediately. Time outs and subs are permitted. Players are disqualified for receiving two technical or two unsportmanlike fouls or one of each.
