Objectives for 2021/22 Season 1. Update NSBO’s Return to Play guidelines 2. Deliver regional clinics reviewing FIBA Official Basketball Rule Changes, Interpretations, and highlighting the CBOC National Points of Emphasis for 2021/22 3. Continue working with BNS on alignment to establish the framework of the Provincial Basketball Officials’ Commission 4. Complete all contract negotiations with clients 5. Continue to identify and develop a program for High Performance Officials 6. Review present structure of our Certification Program and develop a formal program to assist officials in their advancement 7. Meet with Basketball Nova Scotia to identify funding opportunities to assist NSBO with shared objectives 8. Share all information received from CBOC in a timely fashion 9. Identify initiatives focusing on the recruitment, retention, and advancement of officials 10. Promote awareness and participation to the Caulfield Camp of Excellence 11. | Educational clinics were offered to all areas (some virtual/some in person). Area Supervisors were provided with applicable documentation, prior to the clinics. This initiative prepared officials for the upcoming season and assisted them with the FIBA exam. NOTE: Not every official completed mandatory training. Follow-up is required by Executive. |

Ongoing | This is a major priority of CBOC. Our Executive recognizes the importance of working with BNS to move this initiative forward. NSBO wants to continue their best practices and to maintain their autonomy. A meeting will be held in April to determine our next course of action. BNS Executive Director, Nick Sharpe joined NSBO’s Executive in a virtual meet and greet (January 25th). During the virtual meeting, Nick Sharpe outlined the numerous objectives he will be working on for the next few months (i.e. Provincial Championships, Jamboree, 3 x 3 (national tournament)). Both organizations agreed we want to strengthen our relationship to improve basketball throughout the province. NSBO shared this Work Plan with BNS and received very positive feedback. Note - Chris Holland is a member of the BNS Seeding Committee. |

Completed | Due to Covid-19, all contracts will be extended. No change in rates for this season. The AUS contract has recently been approved. Nova Scotia will now have 3 assignments at both the men’s and women’s championships. |

Completed | The High-Performance Program has been improved to ensure expectations and advancement opportunities are clear. This program is under the supervision of the AUS/ACAA Panel Supervisor, Provincial Evaluator, and the Member at Large. Officials can be nominated to the High-Performance Program (at any time) by their Area Supervisor or by evaluators in Nova Scotia. We presently have approximately 20 officials on this fluctuating list. |

| Several initiatives related to this objective were not completed last year. Many of these initiatives will require funding to produce desired results. Jen McKenzie and Greg Parsons have been trained on the NOCP and will be working with the Provincial Assessor. Chris Holland submitted a funding proposal to BNS and Sportfund NS to run a Provincial Referee Coach training program. The submission was approved in January 2022. Chris has developed an action plan to meet this objective. Referee Coaches were identified and trained at the NSSAF Championships. |

Completed | There are many opportunities to acquire funding; however, submissions must be comprehensive and meet specific criteria to ensure approval. Our first approved submission was for a Provincial Referee Coach training program which proved to be a successful initiative for NSBO. |

Ongoing | The registration pathway for CBOC through Canada Basketball has been released. It is anticipated this will be online August 2022.
NSBO President, Adam Detienne distributed his first newsletter to the membership on December 30th, 2021.
The “Whistle Blast” publication is also an excellent source of information.
CBOC shared the latest Official Basketball Rules Interpretations with the membership (valid as of January 1st)
CBOC has offered several webinars and courses for officials’ development.
Our President takes part in CBOC monthly conference calls which offers him an opportunity to share information. Note: CBOC have also created a document that outlines the value of being a member of their organization. |

Completed | The President has established a marketing committee to take a look at NSBO’s marketing /recruitment-retention strategies to assist with this initiative.
The committee will be able to reference information provided by CBOC. CBOC is presently completing a survey on “Recruitment and Retention”.

Completed | Last year’s camp was cancelled due to Covid-19 restrictions. This camp offers an excellent opportunity for officials looking for advancement. The Blue Nose Classic is scheduled for July 8-10, 2022.

After receiving feedback from several Area Supervisors and their members, it was decided no changes would take place. |

Completed | The Championships were held in April. The selection of officials was in line with advancement, education, and development initiatives. Any official not selected for this year’s championships will be given priority next year. Additional travel rates were approved due to the cost of gas. The Championships were also used to train Referee/Coaches. Paul Hanson now has all necessary financial invoices for payment purposes. |

Completed | The Frank Baldwin Award was presented to John Fanning at SMU. The Rod Shoveller Award was presented to Aaron Barrington at CBU. The Executive Award was presented to Reg Jewkes in Springhill.

Ongoing | NSBO is experiencing an increase in fan abuse incidents. NSBO President established a committee to address this serious problem. Conference call was held on March 15th at which time we discussed 8 agenda items all related to fan abuse. Although other provinces are experiencing some minor fan abuse issues, none of them compare to the seriousness being witnessed in Nova Scotia. The rest of the Atlantic provinces seem to have it under control. |

FIBA 2021-22 Exam Window | Roger Caulfield

| The 2021-22 FIBA Exam was offered through Game Plan from November 1 – December 13. Overall, 3100 officials completed the exam nationally with an average score of 89.96% after the first attempt. All other exam related information has been forwarded to Area Supervisors by Paul Hanson. NSBO had 216 officials write the exam. |

| Jennifer McKenzie is this year’s recipient of the Wink Willox Award. Brianna Hiltz was awarded the Ritchie-Nicurity Scholarship.
This past November, Matt Boyle was assigned to the FIBA 3x3 AmeriCup tournament in Miami. Congratulations to Matt who was awarded the Gold Medal game on the men’s side.

Ongoing | Roger, Chris and Area Supervisors are reviewing officials eligible to receive their Level III Certification Certificate. A number of officials have been identified and will be given an opportunity to meet the requirements. |
Risk Management | Area Supervisors | Keep and maintain all officiating records regarding evaluations, assignments, etc. in the event they are required for any legal proceedings.

Completed | Our membership will pay the same dues as last year (same collection structure remains in place). Area Supervisors submitted all names to Paul Hanson for record maintenance. Officials cannot work games until they have paid their dues. All games sanctioned by NSBO and BNS have insurance coverage. Our membership has decreased from 245 to 216. We have approximately 29 first time officials. Our insurance policy expired at the end of January. This became a priority for the Executive. Paul Hanson took immediately action to ensure we had the appropriate coverage. We might be facing an increase in dues to meet our financial obligations.

Completed | No change to the present jackets and shirts. New jackets will be introduced for the national championships. This year’s orders must be submitted to Paul Hanson.

Completed | Roger is in negotiations with the provinces and the AUS to determine the allocation of officials to play-offs. It appears the AUS are demanding changes to the pending contract. Their goal is to have the best officials possible officiating play-off games (with some representation from each province). Contract has been finalized. Completed | All rates were approved at the AGM and the updated document has been distributed to Area Supervisors. Reg completed a review of the present rates and found we are among the highest in the country. However, some officials continue to voice their concerns over the present rates. New rates have been negotiated and will be presented at the upcoming AGM. |

Metro – 3-Crew Officiating – Division I Boys

| Metro has agreed to use 3-person officiating in most Division I Boys’ and Division I Girls’ games. This is a very positive development for both the quality of NS high school basketball and also in aiding our provincial development pathway for high performance officials.
Training was coordinated by College Commissioner and Metro Area Supervisor and delivered on November 2nd. Training session had high attendance and will hopefully meet Metro’s demands for 3-person officiating. |
